RESHUFFLING IRS STAFF DURING TAX SEASON

The IRS had planned that its modernization program would be further along by now and staffed its various programs accordingly. Since modernization is behind schedule, some reshuffling of personnel is
taking place during the IRS's busy season.

For instance, some audit staff is being shifted from the Manhattan, Brooklyn, and other districts to assist in answering taxpayer questions. This will cause some delays in pending audits. As of this writing, the IRS has not addressed the issue of increased interest or penalties resulting from the audit delays caused by this reallocation of personnel. *
